HTML with semantic structure — headings, landmarks, alt text — works reliably across all screen readers. Tagged PDFs are unpredictable and often broken.
Reflow and zoom
Web pages reflow to any screen width. PDFs require horizontal scrolling or zooming that breaks reading flow, especially on mobile.
Keyboard navigation
Focus management, skip links, and tab order are first-class in HTML. In PDFs they're an afterthought that most authors never configure.
Compliance
